Key facts
- The "visiteur" residence permit (carte de séjour) is valid for one year and renewable, under three conditions: sufficient resources, health insurance, and a commitment not to work.
- For a single person the reference minimum for resources is €1,477.93 net per month.
- The renewal file asks for an attestation of health insurance covering the whole period of the new permit.
- File the renewal online on ANEF between four and two months before your current visa, VLS-TS or card expires.
- Without work, PUMa rights open after three months of stable residence; joining PUMa does not remove the insurance line from the renewal file.
CoverFar is an independent information site, not an insurer or broker. Decisions on visas and residence permits belong to the authorities; the policy documents decide what is covered.
When a "visiteur" residence permit (carte de séjour) comes up for renewal, the file asks again for proof of health cover — and by then your situation may have changed, because you may already be in the French public system. This page explains what proof is asked, when the French system (PUMa) can replace private insurance, and how the timing works on the ANEF portal.
The "visiteur" card: one year, then renewal
Why the insurance is asked again at renewal
The "visiteur" title is the one residence permit whose conditions include health insurance for the whole stay, because a visitor is not affiliated through work. Each year the préfecture therefore re-checks the three conditions together: you still have enough resources, you still have health cover for the period of the new card, and you are still not working. The insurance is not a one-off for the visa — it is a recurring part of the "visiteur" file, renewed every time the card is.
The carte de séjour temporaire "visiteur" is valid for one year and is renewable. It is for people staying in France without working, under three conditions: sufficient resources, health insurance covering the duration of your stay, and a commitment not to work. For a single person the reference minimum for resources is €1,477.93 net per month (Service-Public — "visiteur" residence permit). The same card is the step after your initial VLS-TS "visiteur" year. If you joined the PUMa in the meantime, you may still be asked for the private certificate as part of the permit file.
What proof of health cover the renewal asks for
The renewal file asks for the same documents as the first card, and the health item is an attestation of health insurance covering the duration of your stay. In short, the préfecture wants a certificate showing you are covered by health insurance for the whole period of the new permit. It is separate from the question of whether the French public system reimburses your care.
Two documents are easily confused: the private insurance certificate, and proof of French public cover (the carte Vitale or an attestation de droits). The residence-permit list asks for the insurance attestation. Whether your préfecture accepts a public-health document in that slot is a local assessment — check your préfecture's list rather than assuming the carte Vitale will do.
When you can join the French system (PUMa) instead
Separately from the permit, you may already be in — or entitled to join — the French public system. The protection universelle maladie (PUMa) gives anyone who works or resides in France stably and regularly the right to have their healthcare costs reimbursed. A "visiteur" does not work, so the relevant path is residence: your rights open after three months of stable residence in France and stay open if you live here at least six months a year (Service-Public — PUMa). You apply to your local health insurance fund (CPAM) with the S1106 form (ameli.fr — PUMa).
Joining the PUMa does not automatically remove the insurance line from your renewal file: the permit process and the health-system affiliation are separate. Keep the private certificate current until your préfecture tells you what it accepts for your renewal.
Timing: the renewal and your cover
You file the renewal online, on the ANEF portal, at the earliest four months and at the latest two months before your current document (visa, VLS-TS or card) expires (Service-Public — "visiteur" residence permit, ANEF portal). You get a digital acknowledgement of the deposit straight away. If the new card is not ready before the old one expires, the attestation de prolongation d'instruction issued through your ANEF account keeps you in a regular situation and keeps your rights open with the old card.
- File between four months and two months before your card or VLS-TS expires.
- Make sure your insurance certificate covers the period the préfecture asks for — typically the year of the new card.
- Renew the insurance before it lapses, so there is no gap while the file is being processed.
- Track your ANEF account for the deposit acknowledgement and the prolongation attestation.
Checklist for a "visiteur" renewal
- Renewal is online via ANEF — no paper application by post or at the counter for this title.
- Prepare an insurance attestation covering the duration of your stay.
- Update your resources proof — the €1,477.93-per-month reference is re-assessed.
- Reaffirm the written commitment not to work.
- If you have been in France for more than three months, you may apply to the PUMa in parallel.
- Keep the insurance certificate and the PUMa application separate — they are two different files.

Frequently Asked Questions
Do I still need private insurance to renew if I am already in the French system (PUMa)?
The renewal list asks for an attestation of health insurance covering your stay, which is a separate item from your French health-system affiliation. Some préfectures accept a different document; confirm with your préfecture before relying on the carte Vitale.
When should I file the renewal, and when should my insurance start?
File online on ANEF between four and two months before your card or VLS-TS expires. Your certificate should cover the period of the new permit — typically a full year — with no gap between the old and new cover.
Can a "visiteur" join the French system straight away?
Only by working, which the "visiteur" card does not allow. Without work, your PUMa rights open after three months of stable residence in France.
What happens if the new card is not ready when the old one expires?
The attestation de prolongation d'instruction from your ANEF account keeps you in a regular situation and keeps your rights open with the old card while the file is being decided.
Is the insurance proof the same for every residence permit?
No. Each title has its own list. The "visiteur" title is the one that requires an insurance attestation; workers and students are covered by the French system. Check the list for your specific title.
Do my resources get checked again at renewal?
Yes, the conditions are re-assessed: sufficient resources, health insurance, and the commitment not to work.
